Johnson Property committee sets plans for May meeting

The Johnson Property Ad Hoc Committee members met Tuesday afternoon for about 30 minutes. They reviewed the next steps they must take to begin development of the property that fronts Cleveland Avenue.

Rob Campbell led the meeting via Zoom from Washington, D. C. Other members gathered in the Glasgow City Council meeting room off of the council chambers in city hall. Campbell is Qk4 Vice President and Civil/Site Group Leader. His engineering firm is helping the city develop plans for the use of the 162 acre property, and the ad hoc committee is part of that planning effort.

The Tuesday meeting focused on next steps and items that must be ready for a special-called meeting on May 21 at 3 p.m. in the same location.

Three key things that need to be researched are utilities, access road to the property and contract language for property developers.

Campbell said he would meet with city attorney Rich Alexander to go over the developer contract language.

Jim McGowan said he had a meeting with the Glasgow Water Company regarding the locations of city sewer and water lines. McGowan is the city’s public works director.

The roadway garnered the most discussion, which McGowan said he would like to meet with Campbell when he returns to layout the specifics.

“We need to look at these entrances and the utilities and group them together … and determine what we want to do with the amount of funds we have,” McGowan said.

“Absolutely,” Campbell responded.

He added that there are grants and other state and federal money available for development of projects like the one planned for the former Johnson Property.

“What we need to do [for the roadway] is go ahead and do an estimate … for what full build-out would be, knowing we are not doing that, but just to have that in our heads,” Campbell said. “And also do a cost for full grading and put down stone. That way we can incrementally look at it.”

He said then the committee members can know better after that what is cost-effective and what types of funding they could seek to cover the costs of building an access road.

The section of Cleveland Avenue to which the former Johnson Property is addressed is slated for widening by the Kentucky Transportation Cabinet. District 3 Engineer Joe Plunk previously told the Glasgow City Council that utility location and relocation should be finished in 2026, and that road construction should begin in 2027.

That project also affects where an access road should be built, and when.
