Glasgow City Council – Special Called Meeting

Cable, cash and court are the three c’s to keep an eye on for this Monday night’s special called
meeting of the Glasgow City Council.

Cable is referring to the potential expansion of a franchise for a group that is a next of kin to
Kentucky Wired. Every local provider of this fiber cable has spoken out against granting this
franchise, it is unclear what the city council will decide to do on Monday night.

Cash refers to the long list of budget items, including nearly two million dollars coming into the
city from the American Rescue Act, with $400,000 going to the stormwater program for
“contractual improvements.” The landfill fund, which once boasted nearly $7 million dollars, will
take another hit of just over $100,000. When the downtown park was first mentioned, the
council was told that the money in that fund could not be spent, it was “tied up” with other things
when they pointed to that funding to help with the park. Since then the city has spent a large
chunk of that money on various things including heavy equipment.

Court is where the city could be headed if the council votes to join a class action lawsuit with the
Grabhorn law firm out of Louisville. According to the resolution drafted by the city attorney, a
settlement has been reached in the class action lawsuit brought against opioid manufacturers
and producers by cities and counties in all 50 states. The exact amount of the award was not
included in the resolution. According to an article in Ashland’s Daily Independent, the city of
Ashland joined in this suit and the law firm will get at least 30% in settlement fees. The firm
represents multiple governments across the Commonwealth in this litigation.

The council meeting will be this Monday evening at 5:30 in the council chambers of Glasgow
City Hall. The public is invited to attend
