Glasgow council to consider rezoning, water and sewer bond refinancing

The Glasgow City Council will meet Monday, Jan. 12, with several ordinances returning for second readings and new business centered on long-term financial planning for the city’s water and sewer system.

Among items listed under old business are three ordinances advancing to second reading. The first involves rezoning approximately 13 acres of property located north of Lakeview Boulevard near the intersections of Cleveland Avenue and Forrester Road. The measure would change the zoning designation from Light Industrial to Highway Service Business District.

Council members will also consider a second reading of an ordinance formally accepting Beltline Boulevard as a city street. Additionally, the council will also have a second reading for an amendment to an ordinance establishing an ethical conduct code for city employees and officials.

New business includes the first reading of an ordinance authorizing the issuance and sale of City of Glasgow Water and Sewer Refunding Revenue Bonds. The bonds would be used to refinance certain outstanding obligations of the city’s water and sewer system, according to the agenda.

Council members will also receive a notification of an executive order. The order relates to the job description for the position of administrative assistant within the Department of Public Works.

In addition, council members will be notified of a pending list of municipal appointments, which are expected to come before council for approval at the Jan. 26 meeting.

The meeting agenda includes several announcements related to the upcoming Martin Luther King Jr. Day holiday on Monday, Jan. 19. Luska J. Twyman City Hall and Public Works administrative offices will be closed, along with the city landfill. Trash normally collected on Monday and Tuesday will be picked up Tuesday, Jan. 20. Transit administrative offices will be closed, though bus service will continue operating from 8:15 a.m. to 4 p.m.

The agenda is as follows:

Old business:

• 2nd reading ordinance no. 2025 – an ordinance re-zoning the property located north of Lakeview Boulevard and Cleveland Avenue intersection and the Forrester Road and Cleveland Avenue intersection, containing 13.00 acres, more or less, from I-1 (light industrial district) to B-3 (highway service business district) classification.

• 2nd reading ordinance no. 2025 – an ordinance accepting Beltline Boulevard as a city street.

• 2nd reading ordinance no. 2025 – an ordinance amending ordinance 2025-3071 establishing an ethical conduct code applicable to the officers and employees of the city and city agencies.

New business:

• 1st reading ordinance no. 2026 – an ordinance of the City of Glasgow, Kentucky, authorizing and providing for the issuance and sale of City of Glasgow, Kentucky water and sewer refunding revenue bonds, series 2026, dated the date of initial delivery thereof, for the purpose of refinancing certain outstanding obligations of the water and sewer system of the city.

For council notification purposes, the following executive orders have been signed:

Executive order no. 2026-309 relating to job description of position of administrative assistant for the Department of Public Works.

Notification of pending list of appointments per resolution no. 2016-2341 for municipal orders to be approved at our next council meeting 01/26/2026.

Announcements:

Martin Luther King Jr. Day closure – Monday, January 19, 2026

• In observance of Martin Luther King Jr. Day, Luska J. Twyman City Hall will be closed.

• Public Works administrative offices will be closed.
○ Monday and Tuesday trash pickup will be collected on Tuesday, January 20.

• The city landfill will be closed.

• Transit administrative offices will be closed; however, bus services will operate from 8:15 a.m. to 4:00 p.m.
