Glasgow city leaders are preparing for a busy meeting Monday, Sept. 28, as the City Council takes up the 2026 tax rate, new rules for electric bicycles and scooters, and promotions within the Glasgow Police Department. The session will also include updates to city personnel policies, notification of recent executive orders and several community event announcements.
Members are expected to approve the Sept. 28 agenda as the order of business for the meeting. They are also scheduled to approve minutes from the Sept. 14 City Council meeting as written, according to the agenda.
One of the key items under old business is the second reading of an ordinance establishing the 2026 tax rate for the City of Glasgow.
The council will also hear a presentation on Glasgow Police Department sergeant promotions.
Under new business, council members are set to consider first reading of an ordinance to regulate the operation of electric bicycles and electric scooters. The proposal would establish safety requirements, provide operational standards for juveniles, restrict use in certain public areas and set up enforcement measures, according to the agenda.
The agenda also calls for consideration of Municipal Order No. 2026, which would amend Municipal Order No. 2023-1055, the city’s personnel policies and procedures manual.
For council notification purposes, members are being informed of several executive orders that have already been signed. One, Executive Order No. 2026-379, relates to the position description for the executive director of the Plaza Theatre. Another, Executive Order No. 2026-380, updates Glasgow Police Department standard operating procedures for promotions.
The agenda concludes with announcements about upcoming community events. A limited number of tickets remain for “Reza: World’s Top Touring Illusionist,” scheduled for Oct. 3 at 7:30 p.m. at the Plaza Theatre. Glasgow Renaissance is also inviting residents to the 26th Annual Cruise into Fall Car Show on Oct. 10 on the Glasgow Square, with registration starting at 8 a.m.
The next regular Glasgow City Council meeting is scheduled for Monday, Oct. 12, at 6 p.m.
