Park City awards mowing bid, reports intercepted check

Park City commissioners accepted a new mowing bid at Monday’s meeting. The commission was also informed of a stolen check caught by Mayor Donna Scavo, as well as receiving a brief update on the city’s amphitheater and drive-in projects.

Normally handled in closed session, the commission agreed that since only three bids had been submitted for the mowing contract –- with one disqualified due to a lack of insurance and another bidding only for the town cemetery but not the remainder of city property –- it was unnecessary to enter closed session.

“We require them to have an insurance policy for up to $1 million,” Scavo said. “And the other did not bid for the rest of the city, so that’s kind of pointless.”

Commissioners agreed to award the contract to 2nd to None Lawn Services at a cost of $500 for the cemetery and $500 for other city-owned land.

During the commission’s finance report, Scavo mentioned an intercepted check that had been mailed by the city.

“It was a check for $72,000 that someone tried to scam out of the city,” she said. “Luckily, I checked the bank account so it got caught and stopped.”

Scavo went on to explain that the perpetrator had used a form of theft known as “washing,” in which an individual uses a solvent to remove ink from a check and rewrite it with their own information in hopes of cashing it.

“We wrote a check to WEX Bank – that’s the Shell bill – and somebody stole the check,” she said. “The $72,000 was credited back to our account.”

“I just want to make sure everyone knows that was something that came out of our office,” Commissioner Angelo Scavo said. “It got mailed and it got stolen.”

During the public comment portion of the meeting, a resident asked for an update on what is arguably the largest ongoing project in Park City: the amphitheater and drive-in movie theater development. Scavo said she recently met with Barren County Judge-Executive Jamie Bewley-Byrd and that while Byrd is currently focused on development of the county’s Ag-Expo Center, she is still working to see the amphitheater project move forward.

Scavo noted that residents will most likely see progress on the drive-in before the amphitheater, though no timeline has been announced.

The next meeting of the Park City Commission is scheduled for April 6 at 5 p.m.
