Glasgow council set to consider $16M bond Issue for new housing project

The Glasgow Common Council will meet Monday, Dec. 8, at 6 p.m. inside the Luska J. Twyman Municipal Building, where members are expected to weigh several major items, including a proposed multi-million dollar bond issuance tied to a new residential development.

The meeting will begin with the routine approval of last month’s minutes, followed by a presentation to pin and swear in new Glasgow firefighters. Parks and Recreation Director Eddie Furlong is also slated to make an announcement.

Under new business, the council will consider a municipal order that would authorize the issuance and sale of up to $16 million in industrial building revenue bonds for the Little T, LLC project.

The funds would support acquisition, construction, and equipping of a building that could expand Glasgow’s housing stock by 48 new multifamily units, the order states. The measure also outlines related financial protections, including a lease agreement, security instruments, and an agreement in lieu of taxes.

Council members will also review a second measure to amend certain provisions of the Glasgow Fire Department’s Standard Operating Guidelines.

Municipal Order 2025 – A municipal order of the City Council of the City of Glasgow, Kentucky, authorizing the issuance and sale of up to $16,000,000 industrial building revenue bonds (Little T, LLC project), the proceeds of which shall be used to pay the costs of the acquisition, construction, installation and equipping of a building suitable for use in any activity, including new construction, that would result in an increase of forty-eight (48) units or more to the stock of residential multifamily housing units, to be located within the City of Glasgow, Kentucky, and leased to Little T, LLC; providing for the pledge of revenues for the payment of such bonds; authorizing a lease agreement appropriate for the protection and disposition of such revenues and to further secure such bonds; authorizing a bond purchase agreement, lease agreement, an assignment and security instrument, including an open-end mortgage with fee joinder or similar security instrument; and an agreement in lieu of taxes between the City of Glasgow, Kentucky, and Little T, LLC; and authorizing other actions in connection with the issuance of such bonds.
