Columbia Avenue rights-of-way, utility plans to be finalized ‘in a month or two’

Rights-of-way and utility plans are in the process of being finalized, after which the work can begin on the state’s rehabilitation of Columbia Avenue — also known as U.S. 68 — according to Wes Watt, public information officer with Kentucky Transportation Cabinet District 3.

He said the plans will hopefully be finalized in “a month or two.”

The stretch of the state-maintained road between Front Street and the Glasgow High School entrance is set to undergo a $7.6 million “pavement rehabilitation,” which will see, in District Chief Engineer Joe Plunk’s words the roadway being rebuilt and the foundation fixed.

In December 2024, Plunk told Glasgow News 1 that there were utilities underground that would have to be “accommodated in some way” — either relocated deeper underground or to a different location entirely — and property that needed to be acquired, which is what is being finalized, Watt said.

The earliest time the rehabilitation work could begin would be 2026, according to information provided in December. Plunk said, the work should take no longer than 3 to 4 months, assuming everything goes smoothly, and be done one lane at a time to prevent a full closer.
