The old Happy Valley Elementary School may soon undergo a zone change based on the Joint City-County Planning Commission’s approval during its monthly meeting on July 21.
With the completion of the new South Green Elementary School, the Happy Valley Elementary School building, which is located at 629 West Cherry Street, is vacant and thus the district’s board of education decided to sell it. In May 2025, K&M Services bought the old elementary school from the Glasgow Independent school district for $500,000, according to prior reporting.
Planning Director Kevin Myatt said that since the property was owned by the Glasgow Independent school district, which is a public school district, zoning did not matter. However, when it was sold to a private company the prior zoning went into effect.
“This property is currently zoned R-2…however the school being an instrumentality of state government exempted them from any zoning laws or regulations,” Myatt said. “When the sale took place [to] a private entity that then resulted in the zoning classification to become in place.”
The current zoning is a Medium Density Residential District and it is requested to change to a Highway Service Business District because, according to the zone change application, the long-term plan for the property is to create apartments and have a venue of some sort locate in the old school’s gymnasium.
“In order for the individual to have multi-unit apartments and a venue a commercial zoning classification would have to be sought,” Myatt said.
The Highway Service Business District allows residential dwellings as well as a variety of other structures, like retail stores.
No one spoke either in favor or against the change and it was unanimously approved. Once the commission approves its minutes, the approval will goes to the Glasgow City Council for its approval.
