UPDATED: Park City zone change application unanimously denied by planning commission

The Joint City-County Planning Commission unanimously denied a zone change application made by Humble Home Solutions during Monday’s meeting.

The commissioners had a public hearing in which they heard additional information regarding a Park City zone change application, which was related to a motor-style motel proposed on the property north of North Hayden Street.

Dave Shirley attempted to clarify Humble Home’s design that seemed to cause confusion last month about what would actually be built on the property. He said it was done in collaboration with the city to increase its affordable housing. The planning commission tabled the discussion during the November meeting.

Based on the applicant’s further description, the property would have roughly 21 units — all one story — for short-term that people drive up to rather than a hotel with a centralized desk location.

Park City Commissioner Mike Burgess spoke in opposition of the proposal. He said the city was “not for it in this location” due to the intersection and the surrounding residential buildings.

North Hayden Street, which is a city street, did not meet the standards for commercial use. It is not wide enough at points, Planning Director Kevin Myatt said, and it also is not “in agreement” with the adopted future land-use plan.

Burgess confirmed he was speaking on behalf of the city and said at the meeting that if the commissioners approved the application it was unlikely to get approval from Park City’s commission — which would accept or reject the planning commission’s recommendation.

Shirley said he’d “never been blindsided like this before” and thanked the planning commissioners for their time.

Burgess said Park City was under the impression that the development would be Airbnb-type duplexes, and added that the city would be fine with this outside “old Park City.” He said he thinks of old Park City as the area near downtown.
