Glasgow Council to vote on new additions to nuisance ordinance

GLASGOW — Certain additions to a city nuisance ordinance are up for a vote Monday evening by members of the Glasgow City Council.

The ordinance being addressed is 95.03, according to a meeting agenda released Friday by city government. Three additions to the ordinance up for vote Monday include prolonged parking prohibitions, the control of weeds and plant growth on properties, and the use of upholstered furniture as lawn furniture.

As to parking in yards, the ordinance amendment seeks to prohibit the parking of a motor vehicle in the front, side or rear yard of any property upon any surface other than an improved parking surface such as concrete asphalt or gravel. The ordinance says, “available driveway space must be available for each vehicle parked at the house.”

Stray couches and indoor furniture outside the walls of city homes could become illegal if the ordinance is passed. The amendment includes language to prohibit the placement of upholstered furniture or items not designed for outdoor use in an exposed area where it could decay.

“Upholstered furniture must not be placed outside or used as lawn furniture,” according to the draft ordinance.

The last addition is a new subsection to a portion of the ordinance, which would require property owners to mow weeds and plant growth on their property – even along easements and rights-of-way. The addition says rights-of-way include the property line to the curb or to the street.

The draft ordinance amendments must be approved throughout two readings. If it passes its first reading Monday, the council could vote on the ordinance as soon as Aug. 8, which is its next meeting.

The Glasgow City Council meets every second and fourth Monday at 7 p.m. on the third floor inside Glasgow City Hall. Meetings are open to the public.
