Ballot positions set for November elections in Barren County

With the filing deadline passed, the ballot position draw for the November non-partisan races in Barren County was conducted Thursday afternoon.

Barren County County Clerk Helena Chase Birdwell explained that the draw date and time are state mandated. The draw for Glasgow City Council, Glasgow mayoral, Cave City City Council, Cave City mayoral, Park City Commission, and Park City mayoral races was at 2 p.m. in the Barren County Fiscal Court chambers. The draw was overseen by the Barren County Board of Elections, for which Birdwell serves as chair.

For this draw, the board selected to use a different process. They drew names from small globes like ones found in 25-cent trinket machines. Birdwell said the change came after candidates in previous elections complained that those who were not represented at the draw were still able to get their place secured on the ballot with the previous process.

Thursday, names were placed in a globe for each race to be drawn, and the globes were placed in a bag. County attorney Mike Richardson drew globes from the bag, and handed them to Birdwell. She said each ballot position then opened the globe and read the name inside. If the person called was not present, their name was set aside, then another globe was drawn. When all who were present for the drawing had their positions on the ballot, then the absent candidates’ names were returned to the bag to be redrawn.

For the Glasgow City Council, that led to the first name drawn being set aside because Melinda Overstreet was not present. Tommy Burris, who’s name was drawn next, was present, and so, his name will be listed first on the November ballot. Other Glasgow council candidates not present were Michael R. Rich, Johnny Belcher, Joe Trigg, Kristen Nicole Roberts and Randy Wilkinson.

In the Cave City mayor’s race, Clifton Parsley was present and drew the No. 1 spot. Dwayne Hatcher was not present and defaulted to the No. 2 position.

In the Park City mayor’s race, only Brandon “Whiskey” Moffett was present, so he drew the No. 1 spot. Donna Scavo is No. 2 on the ballot.

The Caverna Board of Education contest presents a unique situation. The school district is comprised of Horse Cave in southern Hart County and Cave City in northern Barren County. Candidates for that school board file in the county in which they reside. Allison Dennison filed in Hart County.

Birdwell explained that the county clerk in Hart County agreed the drawing for ballot position should be in Barren County since four of the five candidates filed here.
