Once again, the animal control ordinance took center stage.
The discussion of the animal control ordinance took place at 4 p.m. on Feb. 16 during the county’s Administration and Budget Committee. While the committee meeting was open to the public, only two people were recognized to speak by Marty Kinslow, committee chair and Barren County Fiscal Court Magistrate.
There was a 2-minute time limit on comments.
Barry Landrum said the magistrates should wait to pass the ordinance after the public had roughly 6 months to review it, adding incorrectly that no copy of the ordinance had been made available for public viewing.
“I believe this is an ordinance that’s come in here sometime in January…and it’s like this was a firetruck and we didn’t have another one — we got to get it real quick — and I don’t think that’s right,” Landrum said. “If we have an ordinance that’s already been here for 30 years, I don’t think the world will come to an end if we don’t have one tomorrow. We need to make it more aware to the people…and it would be my recommendation to the fiscal court to put this out to the public, give the public another 6 months to stop and think about it, and bring it up again in another 6 months.”
Barren County Attorney Mike Richardson read, and explained, several amendments that were submitted in writing. Some of the proposed amendments to the ordinance include deleting the jail-time penalty in the “animal as nuisance” section and adding the clearer “upon conviction thereof” wording to specify when fines would be incurred.
Barren County Judge-Executive Jamie Bewley Byrd confirmed to Glasgow News 1 that the second reading of the ordinance will take place at 9 a.m. on Feb. 17 during the full fiscal court meeting. If not passed the county will continue with the current animal control ordinance, which was originally passed in 1996.
