The Glasgow Common Council heard from a representative of local military veterans who brought a few updates and announcements Monday before it took up a couple of board appointments, a rezoning ordinance and a resolution authorizing a grant application.
Matt Mutter, a Navy veteran who chairs the committee overseeing the Glasgow-Barren County Veterans Wall of Honor at Beula Nunn Park at the southwest corner of the Glasgow Public Square, said that group has several applications approved for new plaques to be placed on the wall. When plaques are placed, however, they are done in larger batches.
“I need about 30 to 35 before I can do another section upon the wall …,” he said. “So, I’m trying to get the word out to the public and to you, the council. If you’ve been thinking about doing it – putting a family member’s name or your own name up there – let’s get it done.”
The application to get a plaque installed is on the city website or one can be obtained directly through Mutter. The price is $45 per plaque. He said they have recently increased the cost from $40 due to rising costs of the materials needed.
Mutter also listed some key dates that are approaching, with the first being for the annual flag retirement ceremony at the Disabled American Veterans clubhouse, 1770 Cleveland Ave., at 11 a.m. May 10. Anyone may bring old, worn out U.S. flags to be disposed of properly. The ceremony involves burning the banners, and the DAV property has a new burn pit that was designed and built by a local Boy Scouts troop for this purpose.
Beginning at 8 a.m. May 24, flags will be placed at veterans’ graves in the Glasgow Municipal Cemetery, with volunteers and observers welcome.
“The more people that show up, the quicker we can get it done,” Mutter said.
The annual Memorial Day program presented by the Barren County Veterans Association at the American Legion stage in the municipal cemetery begins at 10 a.m. May 26. It is at this annual event a local veteran chosen to receive the Patriot Award is announced. The program also includes a keynote speaker and music by the Glasgow Community Band.
Mayor Henry Royse asked about the banners honoring veterans that have been placed around the square during certain periods over the last couple of years, and Mutter said that is typically done closer to Veterans Day, which is Nov. 11.
Councilman Joe Trigg, an Air Force veteran, is also on the veterans wall committee, added that they do take donations to allow people who can’t afford a plaque to be able to get one, and the DAV also takes donations to defer the cost of the flags for veterans’ graves.
Moving to the rest of the agenda, the council approved municipal orders that reappointed John Rogers and appointed Lisa Elmore to the Housing Authority of Glasgow’s board of directors. Elmore is to fulfill the unexpired term of the late Danny Gibson, who served as chairman of that board for many years. That term ends Dec. 31, 2026. Rogers’ new four-year term expires April 30, 2029.
The first of two required readings of an ordinance rezoning just more than 20 acres at 1517 and 1523 Cleveland Ave. from light industrial (I-1) to highway service business (B-3) got a nod from the council. The Joint City-County Planning Commission of Barren County unanimously voted March 17 to recommend the rezoning to the council. The change was requested by owner/applicant Chip Morgan.
A resolution authorizing the city to file a grant application with the Cabinet for Economic Development for up to $75,000 in Government Resources Accelerating Needed Transformation Program funds. The city would be applying on behalf of the Barren County Family YMCA and would only be passing the funds along to the organization should the grant be approved. The funding would be used for the senior addition project.
Will all nine members of the city’s legislative body present, all approvals were unanimous.
