The solar farm ordinance, an agreement with American Towers and a closed session are on the agenda for the April 29 special-called Barren County Fiscal Court meeting.
Among other things the proposed solar ordinance would detail requirements for future solar farms. For example, the ordinance would establish a 2,000 foot setback requirement from any non-participating properties or rights-of-way. Due to a recently passed statute, the Barren County government has “primacy” over provisions and requirements of developments “and any conflict between an order of the board and a local ordinance, permit, or license shall be resolved in favor of the local government’s ordinance, permit, or license.”
Previously, county judge-executive Jamie Bewley Byrd voiced her support for the ordinance and added she believed it would pass without “a no vote.”
The county ordinance would not affect the Wood Duck Solar Project.
Also, on the agenda is the “assignment and assumption agreement” between the fiscal court and American Towers. Deputy Barren County Judge-Executive Garland Gilliam said the court leases a tower on Highway 63 that has an antenna for the sheriff’s office, the ambulance service and the county fire departments, and that this is on the agenda to clean up some of the language.
Deliberations on the future sale of real property is the reason given for the closed session.
The full agenda is:
— Approval of Minutes – April 15, 2025
— Approve Payment of Claims, as presented
— Approve Addendum for Mowing Contract
— Adopt First Reading of Ordinance 694 relating to the Annual Budget for 2025/26 FY
