Kentucky Auditor Allison Ball is launching an investigation into the Office of Medical Cannabis and its rollout of Kentucky’s medical cannabis program.
On March 31, 2023, Governor Andy Beshear signed into law House Bill 47, which made medical cannabis legal in the commonwealth on Jan. 1, 2025. The Office of Medical Cannabis was created to make regulations to implement and administer Kentucky’s medical cannabis program.
On Oct. 28, 2024, the office held a lottery for Tier I, II and III cultivators and processors. That following November, a lottery was held for dispensary licenses.
Ball announced that her office has received complaints about the lotteries and their fairness.
“My office has continued to receive complaints about how the Office of Medical Cannabis administered the lottery process for awarding medical cannabis business licenses,” Ball stated. “Kentuckians should have confidence that state offices operate with transparency and integrity, and my office is committed to ensuring those standards.”
The auditor’s office will begin its investigation by examining Office of Medical Cannabis’s business license application and award processes.
