SCOTTSVILLE – On July 14, Scottsville Police assisted the Department of Community Based Services (DCBS) at a residence located at 510 Maysville Rd in Scottsville for the welfare check of three children.
Through investigation it was determined that Lora J. Lowe, 32, and Joshua J. Lowe, 34, had barricaded their children inside a bedroom in the residence secured by shoe string. The residence was also not suitable for living conditions and contained urine and feces throughout. The children were removed from the residence and placed in a safe environment.
Both adults were arrested and charged with Criminal Abuse, 1st Degree (3 counts), Endangering the Welfare of a Minor (3 counts), and Abused or Neglected Child (3 counts). They are both currently lodged in the Allen County Detention Center.
