As Kentucky lawmakers continue their session in Frankfort, House Bill 246 — also known as Kyan’s Law — would require animal control officers to receive training on recognizing child abuse. This bill is in honor of a 10-year-old killed by his mother in 2021. Animal Control officers were at the home 24 times in the 18 months leading up to his death.
Representative Steve Riley, who represents Barren County and the 23rd district, has cosponsored this bill and recently spoke to WCLU Radio about it. Click play below to listen to his response.
Riley added that “if we collectively try to protect our children … we’ll make our society a lot better.”
Among other bills, he talked about House Bill 447, which would require health insurance coverage for emergency ground ambulance services. Listen to his response below:
